• The City's Welcome Center was founded by Penny (![[livejournal.com profile]](https://www.dreamwidth.org/img/external/lj-userinfo.gif)

• When Penny left, Euphie (deadly_legacy) took the reigns.
• For a short time Sakura (blessed_ninja) ran a small clinic out of the center. There are still basic medical supplies on hand.
• Penny (anunluckypenny) returned and resumed working at the Welcome Center.
• Euphie left and Penny once again took charge of the Welcome Center.
• Derek Morgan (bloodcakedarmor), founder and overseer of the Youth Recreational Center, exited the City. He left the Youth Center to Penny and Mercy Thompson (coyote_walking).
• Due to their proximity, Penny essentially combined the operations and management of the Welcome Center and Youth Center.
